Puerto Rico has approved plans for a $2 billion luxury resort project in Cabo Rojo, a move that has sparked both excitement over potential economic growth and criticism from environmental groups concerned about the area’s fragile ecosystems.
The project, known as Escencia, will cover approximately 2,000 acres along Puerto Rico’s southwestern coastline. Developers say the resort will transform the region into a world-class luxury destination while preserving much of the surrounding landscape.

The Puerto Rico Cabo Rojo luxury project will feature:
- Around 500 luxury hotel rooms
- Approximately 1,200 private residences
- Two championship golf courses
- An equestrian centre
- A K-12 private school
- A 24-hour medical centre
- Restaurants, retail spaces, and recreational facilities
Global investment firm Reuben Brothers and real estate developer Three Rules Capital are leading the development.
Luxury hospitality brands Mandarin Oriental and Rosewood Hotels & Resorts have already committed to becoming part of the project.
Developers Promise Major Environmental Protection
Developers say sustainability remains a key part of the master plan.
According to the project proposal, more than 75% of the land will remain dedicated to conservation and green space. The plan also includes restoring approximately 33 acres of wetlands, rehabilitating coastal dunes, and protecting mangrove ecosystems.
Officials also plan to power the development with renewable energy while building independent water and energy infrastructure to reduce pressure on public utilities.
Developers argue the project balances economic development with environmental responsibility.
Environmental Groups Oppose the Project
Despite those commitments, environmental organisations strongly oppose the development.
The Defend Cabo Rojo Coalition criticised the government’s decision, arguing that authorities failed to adequately consider the long-term environmental impact on local wildlife, water resources, and nearby communities.
The coalition also stressed that meaningful public participation should remain central to decisions involving Puerto Rico’s natural resources.
Environmental advocates warn that large-scale tourism projects could permanently alter one of the island’s most ecologically sensitive coastal regions.
Economic Benefits Remain a Key Argument
Supporters believe the Puerto Rico Cabo Rojo luxury project will create thousands of construction jobs and long-term employment opportunities while attracting high-end tourism and new investment.
Government officials have promoted the project as an important step toward boosting Puerto Rico’s economy through sustainable tourism development.
Construction timelines have not yet been announced, although planning is expected to move forward following the project’s official authorization.
