Canada Intelligence Report Details Bishnoi Gang Operations
The December 2025 CBSA Tactical Guide describes the Lawrence Bishnoi gang as a highly organized criminal network with substantial financial resources and an expanding presence across Canada.
According to the report, the group allegedly recruits young men of Indian origin to carry out shootings, extortion attempts and other crimes. Investigators also believe the gang has developed relationships with existing Canadian street gangs to expand its operations.
Authorities say the organization increasingly relies on independent contractors rather than permanent members. This decentralized structure can make investigations and prosecutions more difficult.
Lawrence Bishnoi Remains the Alleged Leader
Lawrence Bishnoi remains in an Indian prison, where authorities have held him since 2015. However, Canadian intelligence officials continue to identify him as the alleged leader of the organization.
Investigators believe Bishnoi has used illegal mobile phones to communicate with associates outside prison. Authorities accuse him of directing murders, extortion schemes, weapons trafficking and other criminal activities.
Officials also allege that Bishnoi has used social media to attract young recruits by promoting a gangster lifestyle.

The intelligence report identifies Satinderjit Singh Brar, widely known as Goldy Brar, as one of the gang’s most influential figures outside India.
Brar moved to Canada in 2017 as an international student. Canadian authorities allege that he later helped develop the Bishnoi gang’s North American network.
Investigators have linked Brar to several major criminal investigations, including the killing of Punjabi singer Sidhu Moose Wala and extortion cases in Canada.
Authorities say his current whereabouts remain unknown after he disappeared before completing his refugee claim.

Hari Chand Jat, known as Harry Boxer, allegedly manages parts of the Bishnoi network in the United States. Canadian investigators have connected him to extortion cases and shootings involving businesses in British Columbia.
Goldy Dhillon
Investigators describe Goldy Dhillon as a recruiter who allegedly helps organize attackers in Canada. Authorities believe he coordinated several extortion-related shootings in Surrey during 2025.
Commercial Trucking Links Raise Concerns
The CBSA report also raises concerns about possible links between organized crime and Canada’s commercial trucking industry.
Authorities believe criminal networks may exploit commercial transportation routes to move firearms, drugs, gang members and other illegal goods between provinces while attempting to avoid law enforcement detection.
