The YouTube monetization rules 2027 will introduce stricter eligibility requirements for new creators who want to earn advertising and YouTube Premium revenue through the Partner Program.

YouTube plans to introduce the changes on February 1, 2027. However, existing members of the program will not be affected by the new entry requirements.

The updated system will focus on creators who consistently generate significant audience engagement. YouTube says the changes reflect the platform’s rapid expansion.

New YouTube monetization rules 2027

Under the YouTube monetization rules 2027, new applicants will need to meet one of two major viewing requirements.

Creators will need either 8,000 qualified watch hours during the previous 12 months or 20 million qualified Shorts views within 90 days.

These requirements will apply only to creators who apply after the new rules take effect. Current Partner Program members can continue under their existing eligibility status.

The change marks YouTube’s first major adjustment to its Partner Program eligibility standards since 2018.

Shorts creators face new revenue threshold

YouTube is also introducing a separate requirement for creators earning through the Shorts Creator Revenue Pool.

Creators will need to reach at least 10 million Shorts views within a 90-day period to continue receiving Shorts revenue.

However, channels that fall below the threshold will not automatically leave the Partner Program. They can still earn revenue from eligible long-form videos.

Once a channel reaches the required Shorts viewing level again, Shorts monetization can resume.

YouTube expands its creator economy

YouTube says the new YouTube monetization rules 2027 come as the platform continues to experience rapid growth.

The company reports more than 200 billion Shorts views each day. It also says viewers watch more than 1 billion hours of YouTube content on television every day.

Those numbers highlight the growing importance of video creators to YouTube’s business.

At the same time, the company says it wants monetization to focus on creators who actively build audiences and produce content that attracts sustained viewing.

Fan funding and shopping rules remain unchanged

Not every monetization feature will face new requirements.

YouTube confirmed that eligibility for Fan Funding and shopping features will remain unchanged. Creators can therefore continue using those tools under the current rules.

The company also expects creator payouts to increase in 2027 compared with 2026.

For new creators, however, the changes will make reaching the Partner Program’s advertising and Premium revenue threshold more demanding.

 As a result, creators planning to monetize their channels in 2027 may need to focus more heavily on consistent publishing, audience retention and Shorts performance before applying.
