Lord Jim O’Neill Backs Burnham’s Devolution Plans
Economist Lord Jim O’Neill has ruled out taking a formal role in Andy Burnham’s government.
However, he still supports Burnham’s plans to expand devolution.
O’Neill has advised the prime minister on economic issues. He had also emerged as a possible candidate for a senior economic advisory role.
The former Goldman Sachs chief economist said he prefers to remain independent. He also wants to keep control of his business interests.
O’Neill Rejects a Formal Government Job
Lord O’Neill discussed his decision on BBC Radio 4’s Today programme.
He said he enjoys his current work and other business activities. A government role would force him to give up some of that freedom.
O’Neill has previous experience as a government minister. He knows the demands that come with public office.
Ministers must follow strict rules on their financial interests. They may also need to place investments in blind trusts.
O’Neill said he would rather remain an independent voice. He can still offer advice without taking a formal position.
Lord O’Neill Supports Devolution Plans
O’Neill stressed that policy disagreements did not influence his decision.
He strongly supports Burnham’s focus on devolution. He also wants the government to take bold action.
The economist highlighted Greater Manchester as an example of successful regional economic growth.
He believes other major population centres could follow a similar model. Such a move could also improve the UK’s wider economic performance.
O’Neill Discusses Tax Rises
The BBC also asked O’Neill about the government’s upcoming October Budget.
He said the prime minister must decide whether tax rises are necessary.
That decision will depend on the government’s spending priorities. Defence spending could become a major factor.
O’Neill does not support further increases in some taxes. He particularly questioned higher taxes on capital gains from genuine risk-taking.
He cited venture capital as one example.
Economist Calls for Welfare Reform
O’Neill also raised concerns about government spending.
He said public spending has increased dramatically in recent years.
The economist believes the government needs a more sensible approach to welfare spending.
He also called for genuine welfare reform.
His comments come as ministers face pressure over public spending and the wider economy.
O’Neill Has Government Experience
Lord O’Neill has held a senior position in the UK government before.
He served as commercial secretary to the Treasury from 2015 to 2016.
George Osborne served as chancellor during that period.
O’Neill later became a key supporter of the Conservatives’ Northern Powerhouse agenda.
The initiative aimed to boost economic growth across northern England.
His Greater Manchester background also gives him a strong connection to the region.
O’Neill Coined the BRIC Term
Lord O’Neill also has an important place in global economic history.
He coined the term BRIC in 2001.
The term described Brazil, Russia, India and China. O’Neill identified these countries as emerging economies with strong growth potential.
South Africa later joined the group.
The expanded group became known as BRICS.
O’Neill Will Remain an Independent Voice
Lord Jim O’Neill will not take a formal role in Burnham’s government.
However, his decision does not signal opposition to the government’s devolution plans.
Instead, he wants to continue his work outside government.
