CIA Director John Ratcliffe reportedly warned Russia against attacking NATO member states during an unusual visit to Moscow this week, according to US media reports.
The visit came as concerns grow in Washington and across Europe about Russia’s intentions toward the NATO alliance. US intelligence officials reportedly believe Moscow could test the alliance in the coming years.
According to The Wall Street Journal and CBS News, Ratcliffe’s main objective was to discourage Russia from launching any attack against NATO members.
CIA Director’s Moscow Visit Raises Questions
The reported warning came during Ratcliffe’s visit to Moscow on Tuesday. The CIA chief is among the highest-ranking US officials to travel to Russia since Moscow launched its full-scale war against Ukraine in 2022.
The Wall Street Journal reported that Russia could potentially test NATO with a limited military assault in the next few years.
However, the White House has not publicly confirmed those details.
President Donald Trump described Ratcliffe’s trip as “semi-routine” and suggested that the CIA director was primarily focused on the war in Ukraine.
“We would like to see the war with Ukraine end,” Trump said during an interview with conservative radio host Glenn Beck.
Washington Concerned About NATO Security
The reported warning reflects growing concerns about the future of European security.
Russia has repeatedly rejected Western accusations that it could target NATO countries. However, US and European officials have warned that Moscow could attempt to test the alliance’s willingness to respond to a limited attack.
For NATO, such a scenario could create a serious challenge because an attack on one member could trigger the alliance’s collective defence commitments.
Meanwhile, the war in Ukraine continues to place pressure on relations between Russia and the United States.
Ratcliffe Also Discussed Iran
Ratcliffe’s discussions in Moscow reportedly went beyond the Ukraine conflict.
CBS News reported that he also discussed the war involving Iran and warned about additional sanctions if the Strait of Hormuz remains closed to shipping traffic.
The White House has not confirmed the details of those discussions.
Nevertheless, the reported conversations show that US intelligence officials are maintaining direct contact with their Russian counterparts despite deep tensions between Washington and Moscow.
Kremlin Confirms Intelligence Contacts
The Kremlin confirmed Wednesday that Ratcliffe held talks with Russian intelligence officials during his visit.
Kremlin spokesman Dmitry Peskov said Ratcliffe had “contacts” with Russia’s special services. However, he confirmed that the CIA director did not meet President Vladimir Putin.
Peskov said Putin received a briefing about the discussions but did not reveal whether the Ukraine war formed part of the talks.
He also described intelligence contacts between the two countries as a positive development.
A Similar CIA Warning Came Before Ukraine War
Ratcliffe’s visit has drawn comparisons with another trip by a CIA director to Moscow.
In November 2021, then-CIA Director William Burns travelled to Russia and warned officials against sending troops into Ukraine.
Just months later, Russia launched its full-scale invasion.
That history has added significance to Ratcliffe’s latest trip, particularly as Washington continues efforts to bring the Ukraine conflict to an end.
Trump Downplays NATO Concerns
Trump rejected suggestions that Ratcliffe was in Moscow specifically to discuss Russia potentially testing NATO or to address the US campaign for greater economic pressure on Iran.
“He is not in there for any of the things that you said,” Trump told Beck, while adding that other issues could emerge from the discussions.
The president has repeatedly said he wants the war in Ukraine to end. However, peace negotiations have so far failed to produce a lasting agreement.
Russia-Ukraine War Keeps Tensions High
The latest CIA-Russia contact comes as fighting in Ukraine continues and civilian casualties remain high.
Peace talks backed by the United States have stalled, while Moscow continues to demand major territorial and political concessions from Kyiv.
The Kremlin has also maintained its demands involving eastern Ukraine and Crimea.
Against that backdrop, Washington remains concerned about Russia’s broader military ambitions and the potential consequences for NATO security.
