Canada EU alliance plans gained momentum on Thursday as Prime Minister Mark Carney called for a deeper partnership with Europe.
Carney spoke at the European Parliament in Strasbourg. He welcomed European Commission President Ursula von der Leyen’s proposal to make Canada the EU’s first associate member.
The Canadian leader said Canada and Europe could build stronger cooperation across several strategic sectors. Those areas include artificial intelligence, defence, energy, critical minerals, space and financial services.
Carney also called for easier digital trade. In addition, he proposed greater opportunities for young Canadians and Europeans to live, work and study on either side of the Atlantic.
Trump Threatens Trade Action
Carney’s speech came one day after US President Donald Trump criticized the EU proposal.
Trump called the idea “laughable” and warned that Washington could impose heavy tariffs on Europe. He also said the United States could stop trading with Europe in some areas if he viewed the plan as hostile.
The US president has not accepted the proposed Canada-EU arrangement. Meanwhile, European officials have stressed that the initiative aims to strengthen the EU and Canada rather than target the United States.
Carney pushed back against the pressure after his speech.
He said Canada would decide which international agreements it wants to pursue. He also argued that no outside government should dictate Canada’s international partnerships.
Canada Seeks Greater Economic Resilience
Carney described the proposed partnership as a way to increase resilience rather than create a new power bloc.
He said Canada and Europe could combine their strengths to protect open markets, democratic institutions and national sovereignty.
Canada offers Europe energy resources, critical minerals and expertise in areas such as artificial intelligence, quantum technology and space. Europe, meanwhile, brings a large market, advanced manufacturing and research capabilities.
Carney said the two sides should use those complementary strengths to build a stronger economic and strategic relationship.
What Would EU Associate Membership Mean?
The proposed associate membership does not have a clear legal model under existing EU treaties.
Von der Leyen introduced the idea during her State of the European Union address. She called for a stronger relationship with Canada that would go beyond the existing Canada-EU trade framework.
However, EU member states must approve any new partnership arrangement. The exact rights and obligations of an associate member also remain unclear.
Carney has indicated that the name matters less than the substance of the agreement. He also said any final arrangement would respect Canadian sovereignty.
Canada and Europe Already Have Strong Trade Links
Canada and the EU already cooperate through the Comprehensive Economic and Trade Agreement, known as CETA.
The agreement removed most tariffs between the two sides and created a broader foundation for trade.
The two sides now want to expand that relationship into areas such as defence, energy, technology and strategic resources.
Canada also became the first non-European participant in the EU’s Security Action for Europe, or SAFE, defence financing programme.
Next Steps for the Canada-EU Partnership
Carney’s European visit comes ahead of further discussions between Canada and the EU.
The Canadian government says both sides want to deepen cooperation and build greater economic and strategic resilience.
However, the associate membership proposal still needs further negotiations. EU governments must also consider the plan before any new arrangement can move forward.
For now, Carney’s speech signals a push for closer Canada-Europe ties. At the same time, Trump’s response shows that the proposal could create another point of tension in the wider US-EU trade relationship.
