Niger’s junta leader has appointed a new Niger military chief less than two weeks after a deadly mutiny shook the military government in Niamey.
Gen. Abdourahamane Tchiani appointed Brig. Gen. Mamane Sani Kiaou as chief of staff of the armed forces. State television announced the decision late Friday.
Kiaou replaces Maj. Gen. Moussa Salaou Barmou, who had held the top military position since the junta seized power in July 2023.
Authorities did not give a reason for Barmou’s removal.
Military Reshuffle Follows Niamey Mutiny
The leadership change follows a nearly 24-hour mutiny in Niamey on August 28 and 29.
Young soldiers took fellow troops hostage at Base 101, located inside Diori Hamani International Airport. They also opened fire at several sensitive locations across the capital, according to Niger’s Defence Ministry.
The mutiny represented one of the most serious challenges to Tchiani’s government since the 2023 coup.
The authorities eventually regained control of the military base. However, the confrontation exposed continuing tensions within Niger’s armed forces.
Soldiers Frustrated by Security Crisis
Analysts and diplomats said some mutineers appeared frustrated by worsening militant violence and difficult conditions within the military.
Several reportedly came from regions in western and southern Niger that have suffered heavily from attacks by armed groups.
Niger has struggled to contain jihadist violence despite its military government’s promise to improve security after the 2023 coup.
The country has also shifted away from Western military partners and strengthened its relationship with Russia.
Russia Helps Niger Junta Regain Control
Russia’s Africa Corps provided ground and aerial support during the operation to retake Base 101, according to reports.
Dozens of mutineers were reportedly killed or arrested. Three members of the presidential guard also died.
However, Nigerien authorities have not released a full death toll or announced what charges detained soldiers could face.
The presence of Russia’s Africa Corps at Base 101 has added another layer to Niger’s changing security strategy.
The base also houses the headquarters of a joint force created by Niger, Mali and Burkina Faso.
Who Is Mamane Sani Kiaou?
The new Niger military chief, Mamane Sani Kiaou, is an experienced field commander.
He previously served as army chief and has led military operations against armed groups in western Niger’s Tillaberi region and the southeastern Diffa region.
His experience in areas heavily affected by militant attacks could prove important as the junta attempts to strengthen military discipline and improve battlefield performance.
Niger’s Security Problems Continue
Tchiani’s junta justified its 2023 takeover by accusing the elected government of failing to stop extremist violence.
Since then, however, insecurity has remained a major challenge.
Niger ended military cooperation with France and the United States after the coup. Instead, the junta turned increasingly toward Russia for security assistance.
Despite that shift, armed groups linked to al-Qaeda and Islamic State have continued to operate across parts of the country.
Mutiny Raises Questions About Junta Stability
The latest military reshuffle could signal an effort by Tchiani to tighten control over the armed forces.
The mutiny showed that dissatisfaction exists inside the military, particularly among soldiers deployed in areas facing persistent militant attacks.
Therefore, the new Niger military chief will face pressure to improve conditions for troops while maintaining loyalty to the junta.
The government must also address the wider security crisis that helped fuel the grievances behind the mutiny.
Niger Military Chief Faces Major Test
Kiaou takes charge at a difficult moment for Niger.
He must help restore confidence within the armed forces while leading operations against increasingly persistent militant threats.
At the same time, Tchiani’s government must prevent further divisions inside the military from threatening its hold on power.
