Pavel Durov terrorism charges have intensified tensions between Russia and Telegram after Russian authorities accused the platform’s founder of facilitating terrorist activity linked to Ukraine.
Russia’s Federal Security Service (FSB) announced the charges on Wednesday. Officials claim Telegram allowed Ukrainian intelligence agencies to organise attacks inside Russia.
Telegram Responds Defiantly
Telegram reacted quickly after the announcement.
The company’s official account on X shared an image of Pavel Durov raising his middle finger. Many users viewed the post as a direct response to the accusations from Russian authorities.
Russia Alleges Telegram Helped Recruit Young Russians
Russian investigators claim Ukrainian intelligence services used a Telegram chatbot called Daivinchik/Leo to recruit young Russians.
According to the FSB, operatives posed as young women before encouraging users to carry out sabotage and terrorist attacks.
Officials say police arrested 46 people aged between 12 and 22 over the past year. Authorities link them to attacks on law enforcement officers and critical infrastructure.
Ukraine has not commented on the allegations.
Telegram Faces Growing Pressure
Telegram remains one of Russia’s most popular messaging platforms. However, authorities have introduced restrictions on access.
As a result, many users now rely on virtual private networks (VPNs) to access the service.
Despite those restrictions, the Kremlin and Russia’s Ministry of Defence continue to operate official Telegram channels.
The platform also plays a major role in reporting developments related to the Russia-Ukraine conflict. Government officials, journalists, military personnel and influential bloggers regularly use the service.
Durov Continues to Face Legal Challenges
Russian authorities also announced plans to place Pavel Durov on an international wanted list. However, they have not confirmed whether they will request an Interpol Red Notice.
Durov holds French and Emirati citizenship. He reportedly spends most of his time in Dubai, although his current location remains unclear after he recently said he was visiting Georgia.
Earlier, French authorities arrested Durov in 2024 over allegations that Telegram failed to combat criminal activity and cooperate with law enforcement investigations.
Durov has repeatedly rejected those claims. He argues that Telegram exceeds legal requirements for content moderation while protecting user privacy and freedom of expression.
Durov Defends Free Speech
Earlier this year, Durov revealed that Russian officials delivered a legal summons to an apartment where he lived two decades ago.
He said authorities appeared to target him because he defended constitutional rights related to free speech and private communications.
Durov added that he was “proud to be guilty” of defending those principles.
The latest Pavel Durov terrorism charges further deepen the dispute between Moscow and one of Russia’s most influential technology entrepreneurs.
